Colin stands in front of a recently completed rental building on Hockley Avenue. Part of the CRD’s Regional Housing First Program, this building offered 120 new affordable homes, including 24 “deeply affordable” units priced to help individuals recover from long-term housing insecurity. The CRD committed $40 million to the Housing First program, and secured matching pledges from the federal and provincial governments.

Saanich
- Improve access to attainable and affordable housing through location-appropriate smart development
- Continue making our sidewalks and streets safer and more accessible for all users
- Work with First Nations towards reconciliation and mutually-beneficial partnerships.
- Continue to strengthen Saanich’s Bylaw Enforcement practices to be responsive to residents’ concerns
- Increase the commercial tax base in Saanich to help offset increases on residential taxpayers
- Encourage Saanich to become a Living Wage employer
- Finally address the bottleneck at Wilkinson/Interurban with an engineered solution
- Explore the feasibility of the “Road Diet” on Quadra St.
- Work towards providing additional daycare spaces
- Proactively support and encourage the installation of public art in the community
- Work with Island Health and the province to provide additional healthcare supports and doctors in Saanich
- Encourage recreation facility use for seniors and youth to increase public health
- Increase funding to community associations to provide services to residents
- Have a Council liaison for each community association
- Hire a social planner to help Saanich address affordability, and community health issues and assist with implementation of youth and older adult strategies
CRD
- Continue the vital work of reconciliation with First Nations
- Lead the region in developing affordable housing units throughout the CRD
- Continue planning and executing plans to support our Climate Emergency declaration
- Further explore region-wide police and fire departments
- Develop a regional transportation service to plan and execute effective multi-modal transportation systems (both active and vehicular)
- Encourage or require expansion of CRD Arts Service into non-participating jurisdictions
- Ensure we have appropriate Arts venues in the CRD and proper funding structures
- Encourage the CRD to continue acquiring parkland in urban and rural settings
Some Key Priorities This Term
Taxes
Households need to balance their budgets, so do municipalities. I will ensure we do everything we can to keep taxes low while delivering on the priorities of residents.
Budget
I endeavour to transform our budgeting and fiscal framework.
Planning
I will support the use of statistically valid surveys for major projects in addition to typical public engagement.
Community
I will strengthen community associations by assigning a Council liaison to any community association that wants one.
Connectivity
I will work to improve our connectivity with residents by developing a texting service that shares info directly to residents about meetings and opportunities for engagement, as well as a Saanich App to make information easier to access.
